Used to work as Conman/Burglar. Usually using his honest looking face to con people into leaving their valuables behind into one place or another. Like pretending to have a message, so that the person outside would go to the supposed sender while Tom cleaned the place.
Some events later in life made him turn around in outlook and become Lawful instead(even if only slightly lawful). He then ran for sheriff and was surprisingly elected.
He is quite rich and thus able to give out proper rewards for tasks, mostly from his personal funds.
