• Someone fishing by the river - Entropy building
• People sunbathing by the lake
• Some bards doing a recitial of a play (like story from cerea1)

• Drunks
• Waitress
• People in the commons room.
• Card shark
• a Pickpocket pickpocketing the other NPCs

All here should look atleast somewhat shadowy or untrustworthy

• Shadowy man who yells at anyone bothering him
• a card game with untrustworthy looking people
• someone speaking gibberish
• someone why promises to deliver a dagger through your ribcage if you do not leave him alone
• some poor looking drunks
• a farmer just having a drink
• some urchins running around and asking for a copper.

• Town Clerks too busy to speak with you
• Some insufferable bureucrat that will ask you to fill in a LOT of details to get citizenship papers.
• Tax records man asking you your name and saying you are not listed in the tax records, if the player says their right name gets listed and have to pay tax.
