Someone who is atleast militia leutnant or master of citizen and is member of thieves guild is likely also in the “know”.

Basic

Thiefs guild is actually not.

Background

Back after the war when the town started to grow it was noted that many unsavatory individuals were in town too with the general bad conditions at that time driving people to crime.

The newly appointed sheriff of Vesper was overwhelmed and the newly created milita (created from the survivors of the aliance who wanted to stay in town) was a military unit, not police.

Particulary there were two “gangs” of thieves in town. Their fighting also increased problems. The more thuggish group of theives was further wnning the fighting, thus the violence was not likely to end.

The sheriff or someone in the administration had then an idea of taming and directing the activities.

They approached the leaders of the more peacefull group, mostly involved in burglaries, pickpockets and such, with the proposal to make them the thieves guild in town.

The combined forces of those theives and the militia(with thieves providing targets and militia the muscle) managed to drive the thugs out of town. Theose thugs now have their base in the bandit pass cave.

Agreement/charter

The final agreement/charetr of the thieves guild goes something like:

  1. The thief guild is to gather all people with such tendencies and channel them to right things.
  2. The thief guild are to provide intelligence support for the guard.
  3. The town provides them with a basic stipend and bonus on information that turns out to be valuable.
  4. The theives are not to act inside the town beyond a small allowed level of con jobs, gambling and low level thievery.

Focus

Thus the thief guild activities are actually focused outside vesper, with a special focus on the bandits who are their continued rivals.

Like the bandit plans quest.

Joining quest

The actual joining quest is more “funny”, as that person who “dropped” his dagger is actually the one living there and the house is mostly used for training.

The rank and file thieves just think that the leadership does not want to make the guards act by being too open about things.
